The USA Freedom Act, which passed the U.S. House of Representatives in May, passed the Senate on Tuesday without any amendments.
The vote, 67-32, pushed through a "clean" version of the bill, even though Senate Majority Leader Mitch McConnell had strongly advocated for various amendments to the legislation.
If any of the amendments had passed, the bill would have had to return to the House of Representatives for another vote.
The bill will now move to President Barack Obama to be signed into law.
