The FTC is under pressure from US Congress to fine spyware users millions of dollars.
The House Energy and Commerce subcommittee has created a law that forces spyware distributors to tell victims if they have installed the software.
According to the new law, spyware would have to be easily removable and data theft would be a finable offence.
The FTC has tried to resist the legislation because it said it already has necessary laws needed to fight spyware users.
The legislation could mean that consumer software vendors come under fire from the law.
